Policy: As with the first IDA state policy conference, the purpose of the 2002 conference was to continue to develop and strengthen state-level support for IDAs by creating opportunities for building the capacity and knowledge of key state IDA policy leaders. This year's conference also included discussions regarding how state IDA policies relate to existing and proposed federal policies. The conference provided opportunities for in-depth discussions on common IDA policy and program issues. Issues that continue to challenge policy-makers include establishing dedicated sources of funding, policy design, advocacy strategies, building statewide coalitions, linking IDAs with a broader range of anti-poverty policies, determining effective infrastructures to support state wide IDA programs, and evaluating program results. This year the conference time frame extended to a day and a half, and included an opening night reception that facilitated networking opportunities with state IDA policy leaders from all over the country.
